This week the Ministry of Defence published its White Paper on the role of technology in Britain's security. A White Paper is a document published by the Government setting out its preferred approach in a particular policy area. Often the purpose is to encourage comments to aid the development of policy and legislation. (There is NO official definition of a White Paper - other than originally (but no longer) these were published on white paper. The alternative (sometimes predecessor) to a White Paper is a Green Paper. These often set out a number of alternatives upon which the government wishes to consult - but was originally defined due to the colour of the paper it was printed on.
